The debate over guestworker programs has been in a stalemate for several years, with neither side able to make significant gains. NCLR believes that there is an opportunity to shift the debate and advance the issue beyond the current impasse. In this testimony, NCLR argues that any new guestworker program must be significantly different from past or current programs, must offer full worker protections and rights, must ensure decent wages and working conditions, and must allow a path to permanent residency for temporary workers who choose to remain in the U.S.
