Overview
California created two programs to provide critical assistance to immigrants who were no longer eligible for federal benefits due to the 1996 federal welfare law. The California Food Assistance Program (CFAP), which was established in 1997, provides food assistance to working families who are no longer eligible for federal food stamps. The Cash Assistance Program for Immigrants (CAPI), which was established in 1998, provides cash assistance to seniors and persons with disabilities who are no longer eligible for Supplemental Security Income (SSI) benefits. Currently, both programs are available to lawful immigrants regardless of the date they entered the U.S.

NCLR Position
NCLR supports measures to maintain programs such as CFAP, CAPI, and other human services to those Latinos most in need – programs that are vital in providing survival services to poor families. NCLR seeks ways to maintain these measures with the help of other civil rights advocates throughout the state of California.
